Good Buildings, Better Schools: An economic stimulus opportunity with long-term benefits

Abstract: 21CSF wrote a report for the Economic Policy Institute addressing how federal spending on public school infrastructure can provide a short-term economic stimulus and build the foundation for long-term economic grow. Investment in public school buildings pays three times: once for skilled jobs, a second time in the healthy, safe, and educationally appropriate environment a quality school building creates for students and teachers, and finally in the benefits that quality education will reap for generations to come.

Model Policies in Support of High Performance School Buildings for All Children

Abstract: The purpose of this paper is to provide policy guidance and recommendations to elected and appointed officials and administrators at the State, local, and school district level to improve facilities management in order to support and enhance the delivery of educational programs and services for students and teachers. There are examples of good policy in many states, but no state has a coherent set of policies designed to intentionally support the planning, design, construction, utilization, and management of high performance public school buildings -- so they are the educational and neighborhood assets that they need to be, as well as environmentally and fiscally responsible.

A Public Private Partnership to Reopen Public Schools in New Orleans: The Edward Hynes Elementary School as a Model

Abstract: The rebuilding of schools so they support high quality education is difficult in normal district circumstances. This proposal addresses challenges associated with the reopening of public schools in New Orleans. It recommends a public/private partnership to plan, design, construct, manage and finance the redevelopment of high quality public schools. To illustrate how a public/private partnership can work, we have applied the model to the reopening of the Edward Hynes Elementary School located in the Lakeview neighborhood in New Orleans.

School-Based Health Care and the District of Columbia Safety Net

Abstract: This report provides the results of 21st Century School Fund research into the variety of health care services currently offered in the public schools in the District of Columbia, with a particular focus on school-based health centers. Also provided are the results of research into the practice of utilizing school-based health centers nationally in the U.S. The purpose of this research is to explore possible collaborations between school-based health services and primary care clinics in order to strengthen the primary care safety net for low-income District residents. The report was prepared in support of the Medical Homes DC project, under contract to the DC Primary Care Association.

The Educational Adequacy of New Jersey Public Schools

Abstract: Results from a Survey of Principals
Based on a survey of principals this study finds significant problems in the quality and adequacy of school facilities in New Jersey. The study also finds that principals may lack the resources to manage their school buildings. These problems are more severe in the poorest districts of the state.

The Effects of School Facility Quality on Teacher Retention in Urban School Districts

Abstract: The attrition of both new and experienced teachers is a great challenge for schools and school administrators throughout the United States, particularly in large urban districts. Because of the importance of this issue, there is a large empirical literature that investigates why teachers quit and how they might be better induced to stay. Here we build upon thisliterature by suggesting another important factor: the quality of school facilities. We investigate the importance of facility quality using data from a survey of K-12 teachers in Washington, D.C. We find in our sample that facility quality is an important predictor of the decision of teachers to leave their current position.

Abstract: In conjunction with the Senior High Alliance of Parents, Principals, and Educators, 21CSF surveyed available space at two District high schools and compared this data with official records of usable space. The study found that DCPS estimates of square footage were off by almost 20% and that the DCPS education specifications and design standards are too general and have not been adapted to modernization projects. The report suggests that each high school undergo a careful individualized space before planning begins.

This study documents how a large sample of teachers in Chicago and Washington, DC rate the working conditions in their schools and how they perceive these conditions affecting their job performance and teaching effectiveness. School facilities have a direct affect on teaching and learning. Poor school conditions make it more difficult for teachers to deliver an adequate education to their students, adversely affect teachers' health, and increase the likelihood that teachers will leave their school and the teaching profession. Our nation's school facilities are a critical part of the educational process. Their condition and upkeep must be addressed in the ongoing discourse about student achievement, teacher effectiveness, and accountability.

Do School Facilities Affect Academic Outcomes?

Abstract: In November 2002, the National Clearinghouse for Education Facilities published a review of current school facilities research commissioned by the 21st Century School Fund. This review concluded that spatial configurations, noise, temperature, daylight, and air quality have an affect on students’ and teachers’ ability to perform in the classroom. However, it pointed out the need for more empirical research and for standardized data so individual schools can make use of the existing body of research on best practices.
