Governance When there is a system of governance for PK–12 public school facilities with clearly defined local, state, and federal responsibilities: the public is more willing to support facilities requirements; more contractors will want to participate in public sector work; low-wealth urban and rural communities no longer bear the funding burden on their own; and the quality of school facilities is likely to be more equitable across jurisdictions.
